Site Plans are Congressionally mandated specific documents created pursuant to "The Clean Water Act" (CWA) and administered by federal, state, and municipal governments.
The Freedom of Information Act (FOIA) was enacted by federal, state, and municipal governments as part of CWA, ensuring the right of citizens to see all site plan documents created and approved by government agencies (and their contractors) before changes to site plans can be implemented.
The Town of Greenwich (TOG) has hidden from public view site plan documents purportedly submitted to various government agencies for Greenwich High School (GHS), which is located atop a wetlands adjacent to Long Island Sound at 10 Hillside Road, and is subject to CWA provisions. I have made formal requests to see literally thousands of these documents.
On February 8, 2012 TOG told The Connecticut Freedom of Information Commission (CT-FOIC) the documents I seek are located in the files of the Greenwich Planning and Zoning Commission (P&Z). I have looked. The files and permits I asked to see are not there.
On April 20, 2012 TOG submitted a permanent PCB remediation application for GHS to the Federal Environmental Protection Agency (EPA) based on this site plan no one has seen.
On May 14, 2012 The RTM approved spending that could exceed a billion dollars based on this apparently still incomplete site plan.
TOG is believed to have made numerous other GHS site plan submissions to other government agencies based on documents it either refuses to, or cannot, produce.
I have made a formal complaint to The Connecticut Freedom of Information Commission (CT-FOIC) asking to see all federal, state, and municipally mandated documents collectively known as "The 10 Hillside Road, Greenwich, Connecticut Site Plan", or to be officially informed by the Town if it does not have these documents.
I have asked CT-FOIC to declare all actions taken at both noticed and unnoticed meetings with regard to the GHS-MISA site plan "null and void".
I have asked the Commission to levy a fine of $1000 per document on the custodian of each GHS MISA site plan document hidden from public view.
